NSGP National Security Supplemental (NSGP-NSS)

FFY2024 Application Period is closed. Awards are pending.  

The National Security Supplemental (Israel Security Supplemental Appropriations Act, 2024, Pub. L. No. 118-50) provided $390 million in supplemental funding for NSGP. $180 million of the funding was added to the Fiscal Year (FY) 2024 NSGP Notice of Funding Opportunity (NOFO). The remaining $210 million will be awarded as part of this current grant cycle known as NSGP-NSS  National Security Supplemental.

Who should apply? 
We always encourage organizations to apply for funding that will enhance their security measures.  The NSS is designed to award funding to those institutions that can document a heightened threat due to the ongoing conflict in the Middle East. Those that cannot show a clear connection are less likely to be successful (see more below).

What is maximum funding award?   
$200,000 for a single site. A nonprofit organization with multiples sites/locations/physical addresses may choose to apply for additional sites for up to $200,000 per site, not to exceed six applications (three NSGP-NS-S and three NSGP-NSS-UA) for a total of $600,000. 

Consotia of nonprofits 
Each nonprofit is limited to a $200,000 per site maximum and consortia awards are limited to $1,000,000.

What are the submission dates in New Jersey? 
NSGP-NSS opened in New Jersey on Wednesday, November 13th and closes Sunday, December 22nd  at11:59 pm  You can only submit to New Jersey Office of Homeland Security and Preparedness. FEMA DOES NOT accept applications.

What is the period of performance? 
Projected Period of Performance Start Date(s): 05/01/2025
Projected Period of Performance End Date(s): 04/30/2028 

A completed application consists of the following documents:

  • Investment Justification (IJ)
  • Vulnerability Risk Assessment (VRA)
  • A copy of your agency’s IRS 501(c)(3) Letter, where applicable
  • Consortium Workbook (if applying as a consortium)

Important notes

  • Your organization’s Mission Statement must be included within the "Organization Type" box on the second page of the Investment Justification.
  • Please read all instructions carefully as this is a competitive grant program.
  • All awards are subject to the availability of funding.
  • This is a reimbursable grant. The organization will layout project funding and seek reimbursement upon completion.
  • UEI numbers are required at the time of funding but not at application.  If you do not have a UEI go to SAM.gov immediately and apply.
  • This program is limited to nonprofit organizations located within designated areas.
    • Urban Area (UA) and State (S).
    • Monmouth and Middlesex Counties apply under UA-Newark/Jersey City

I. About Priority Funding

The appropriation for this grant is limited and is weighted to fund applications that can establish a “clear connection between the heightened threat they face due to the ongoing conflict in the Middle East.” The score of those applications will be multiplied by a factor of four. Ideology-based/spiritual/religious entities (most of our past grantees) will have their scores multiplied by a factor of three. The interpretation of “clear connection” has not been clearly defined and will be evaluated by scorers.

These cases are illustrative, not exhaustive examples, of the types of nonprofits and conditions under which this multiplier would apply. For subapplicants who claim this multiplier, they must draw a clear connection between the heightened threat they face due to the ongoing conflict in the Middle East, though descriptive examples of real-word :
  • A private, secular university that faces threats from violent extremists that are associated with increased protest activity relating to the Israel-Hamas war, resulting in the need for additional public safety assets 
  • An organization that has been targeted, due to its ethnic affiliation, by violent extremists through online hate referencing the Israel-Hamas war 
  • A Jewish day school that was vandalized by violent extremists seeking to commit attacks based on the Israel-Hamas war 
  • An LGBTQI+ organization that faced violent protests during Pride events related to aspects of the Israel-Hamas war 
  • A mosque that has received threats of violence based on the worldwide unrest because of the ongoing Israel-Hamas war 
  • A Sikh organization where a violent extremist attempted to access a holiday celebration due to the organization’s perceived position on the Israel-Hamas war 

II. About Increased Funding Amount of $200,000

III. About Consortiums Allowed

What are consortiums?  The NSGP-NSS allows for a consortium of organizations to apply for up to $1 million. That might sound enticing, but the submission is difficult, the consortium must face a common threat and the “consortium leader” is responsible for all of the administrative details. Unless the consortium leader has an established capital projects and finance operation that already services the consortium members this will be a big lift for an organization.

If technology compatibility issues interfere with opening FEMA’s Investment Justification (IJ) template, the following options for accessing the document may be used.

  • Important: If accessing from the web, the IJ must be downloaded and saved as a PDF before you start working on it.

  • If using Google Chrome or Microsoft Edge web browsers, after you click to open the document, a “Please wait…” message will appear.

  • Click the “Download” or “Save as” icon (upper right corner of the screen) and save the file to your desktop.

  • If using the Firefox web browser, the IJ will be viewable when you open it, however, you must download and save it as a PDF before you start working on it, otherwise errors may occur.

  • Navigate to your desktop where the file has been saved and open the document from here.

  • If the file does not open normally, right-click the file on your desktop and select “Open with”, then select Adobe (acrobat, reader, etc.), then the file should open.

  • Please keep the file saved on your desktop/local hard drive and do not save to any cloud-based storage, as future accessibility issues may occur. The IJ will also need to be uploaded/submitted with your application in this fillable-PDF format with all fillable fields and drop-downs enabled. DO NOT change the file type or try to alter the IJ in anyway- This will be an automatic disqualification of the submission.
