Bonus Points: New Applicants and SVI

Nonprofit organizations that have not previously received NSGP funding will have 15 points added to their score. FEMA will add additional points to the scores of nonprofits that are located in historically underserved or disadvantaged communities. FEMA will apply the CDC’s Social Vulnerability Index (“SVI”) tool to each applicant and will add 10 pts to applications from organizations in communities with a “High” SVI ranking and 15 points to applications from organizations with a “Very High” SVI ranking.

Submission

Submissions to NJOHSP https://www.njhomelandsecurity.gov/grants/nsgp
Here you will find a link to the submission portal. It does not save. Once you start you need to submit, or you will lose the information. You can log out though you will need to retype the information. You will need your mission statement and other information from your IJ. You will upload the IJ , VRA and other supporting documents. Organizations in Monmouth and Middlesex counties should APPLY as a NSGP-UA.

Issues opening the IJ

  • Right-click to save the document to your desktop. Open Adobe. Open document NOTE: the file may have a message that says “Please wait…” This message goes away once you open the file.”
  • DO not open in the browser; you need to download it first. It does not work in a mobile app.

Sharing Buildings

Only one nonprofit can apply per building/facility/physical structure/address. Multiple requests for federal assistance will all be deemed ineligible.

Allowable Project Funding Examples

  • In addition to the chart below, Generators, PA Systems, and Hand Radios are allowable. See the AEL list incorporated in the IJ.

Project Examples

Contracted Security Personnel

Contracted security personnel is an allowable request. However, the NOFO states that the nonprofit must be able to sustain this capability in future years without NSGP funding and a sustainment plan will be required as part of the closeout package for any award funding this capability. NSGP recipients may not use more than 50% of their awards to pay for personnel activities unless a waiver is approved by FEMA.

Security or Emergency Planning

Funding may be used for security or emergency planning expenses and the materials required to conduct planning activities. Planning must be related to the protection of the facility and the people within the facility and should include consideration of access and functional needs considerations as well as those with limited English proficiency.
Examples of planning activities allowable under this program include:

  • Development and enhancement of security plans and protocols.
    • Development or further strengthening of security assessments.
    • Active shooter and other emergency contingency plans.
    • Evacuation/Shelter-in-place plans.
    • Other project planning activities with prior approval from DHSES/FEMA.

Training and Exercises

Training conducted using NSGP funds must address a specific threat and/or vulnerability, as identified in the nonprofit organization’s investment justification (IJ).

Exercises are allowable because they afford organizations the opportunity to validate plans and procedures, evaluate capabilities, and assess progress toward meeting capability targets in a controlled, low risk setting.

All NSGP-funded training and exercises require NJOHSP pre-approval before conducting! Must be HSEEP Compliant

Management and Administration

M&A costs are for activities directly related to the management and administration of the award. M&A activities are those defined as directly relating to the management and administration of NSGP funds, such as financial management and monitoring. M&A expenses must be based on actual expenses or known contractual costs.

M&A costs are not operational costs, they are the necessary costs incurred in direct support of the grant or asa consequence of the grant and should be allocated across the entire lifecycle of the grant. Examples include preparing and submitting required programmatic and financial reports, establishing and/or maintaining equipment inventory, documenting operational and equipment expenditures for financial accounting purposes, and responding to official informational requests from state and federal oversight authorities.

Unallowable Project Examples

Equipment Restrictions (list not exhaustive)

  • Reimbursement of pre-award security expenses;
  • Cameras for license plate readers/license plate reader software; Cameras for facial recognition software;
  • Weapons or weapons-related training;
  • Equipment produced by Huawei Technologies Company or ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities). Page 4 Potential Consequences (C)

State the effect of an event, incident, or occurrence. What would not happen is your organization no longer existed? We commonly measure in four ways: human, economic, mission, and psychological, but may also include other factors such as impact on the environment. Secondary outcomes effects of an attack on a location could also be more widespread if the attack impacts neighboring facilities via spillover or collateral damage.

Facility Target Hardening

Focus on steps to counter a terrorist’s action (detection, deterrence, delaying and mitigating). Don’t confuse the NSGP with an anti-crime grant.

Include the experience of the individual. What will they do for the project? Describe any challenges to effective implementation of the project.

Examples: unknowns, current supply chain issues, business, services or school disruption, weather.
